New ‘One-Stop Shop’ Music Licence for Production Companies

Independent production companies will benefit from a new licence being launched today by the MCPS (Mechanical-Copyright Protection Society). 

Production companies producing programmes that are commissioned by channels which do not have their own MCPS blanket licence can now clear commercial and production music under a single ‘one-stop-shop’ licence.

The Independent Production Company (IPC) Licence provides easy access to 10 million pieces of music and allows production companies to provide programming for linear broadcast, as well as video on demand, mobile and online exploitation.

Previously, production companies needed to negotiate directly with copyright owners to clear individual rights on musical works (i.e. composer and publisher rights). 

From today, no prior approval will be required giving them greater creative freedom, increasing their efficiency and reducing their administration. Prior approval will still be required in the case of potential derogatory use.

The IPC licence was developed following extensive consultation with trade body PACT to recognise the changing needs of the market and offers clear and competitive rates for commercial and production music.

Production companies will also benefit from a 10% discount on production music.

Jeremy Fabinyi, Executive Director, MCPS said: ‘The IPC licence represents a change in the way MCPS works with production companies and has been developed in response to a clear demand from the production sector. It’s a quick and efficient way to use music and reflects recent changes in terms of trade.’

The new licence will replace individual licensing for musical works into TV programme content.
